Abstract:
This task order is for production of surface model products of Wyandotte county, Kansas, indicating impervious features. The models are classified and processed from Light Detection and Ranging (LiDAR) data. Surface models and products include; planimetric model of impervious features, topographic contours at two foot intervals and breaklines of surface hydrology.
The LiDAR data was previously collected under Contract number 00036574 with Kansas Department of Administration. The original data was in UTM zone 14N and was converted to Kansas State Plane North 1501 for this use. The data set includes the area of Wyandotte County, Kansas. The origination of the LiDAR data was in compliance with specifications, recommendations, and guidelines of the National Digital Elevation Program (NDEP) and the American Society for Photogrammetry and Remote Sensing (ASPRS) and Other High Quality Digital Topography. Airborne data originally collected under Project 1120103, contract number 00036574. Quantum Spatial collected, processed, and delivered LiDAR derivative products for the Kansas Information Technology Office (KITO) and the Kansas Department of Administration for a portion of Area 3 in Kansas which includes Nemaha, Brown, Doniphan, Pottawatomie, Jackson, Wabaunsee and Wyandotte counties. Portions of the LiDAR data previously collected are used in this project.
Purpose:
Wyandotte County Kansas requested surface data products and models that indicate areas of impervious ground features. Impervious features include buildings, roads, paved drives, paved parking areas, sidewalks, and patios for example.
Data and products are delivered in North American Datum 1983 HARN State Plane Kansas North FIPS 1501 and North American Vertical Datum 88 Geoid 09 in Survey Feet

The vertical accuracy assessment of the data has a project requirement to achieve a Fundamental Vertical Accuracy (FVA) of 24.5 cm (0.80 ft) 95% confidence level, a requirement to achieve a Consolidated Vertical Accuracy (CVA) of 36.3 cm (1.19 ft) 95th Percentile and a target value for Supplemental Vertical Accuracies (SVA) of 36.3 cm (1.19 ft) 95th Percentile.
Ground survey check points were collected by Quantum Spatial, Inc. for use in vertical accuracy evaluation. In vertical accuracy evaluation, the ground survey check points of various ground cover categories are compared to a TIN of the LiDAR points, differences are measured to establish an RMSE.
The data used in this project was collected as part of a previous project that included a larger area. The initial data set and ground control points included Nemaha, Brown, Doniphan, Pottawatomie, Jackson and Wabaunsee as well as Wyandotte county. Of the ground control points collected, six were within the Wyandotte county boundary. The six points were used to check vertical accuracy of the LiDAR data representative of Wyandotte county.

Data coverage for the county of Wyandotte in this project was separated from a lager area data set collected under a previous project. The initial collection of Area 3 in Kansas was acquired in sixty-two (62) missions and includes 25,117 square kilometers of data. Missions were flown at 2400 meters above ground level (AGL) and have a horizontal accuracy of 0.44 meters (1.44 ft) (per manufacturers system specifications).

Airborne Data Processing:
1) GPS/IMU Processing - Airborne GPS and IMU data is processed by using base stations. In lieu of base stations TerraPOS was utilized. TerraPOS is able to create a solution which permits GPS processing without the use of GPS base stations. TerraPOS provides statistical accuracy to evaluate the integrity of the GPS solution. The GPS solution is incorporated with the IMU which will result in a final trajectory. This ensures the integrity of all the mission data. The results were also used to perform the initial LiDAR system calibration test.
2) Raw LiDAR Data Processing - Analysts process the raw data to LAS format starting with a configuration file which contains the latest calibration parameters for the sensor. The analyst generates the flight line trajectories for each flight line during this process.
3) Verification of Coverage and Data Quality - Analysts check swath flight line data to ensure completeness of acquisition for the flight lines, calibration lines, and cross flight lines. Intensity images are generated for the entire lift at the required post spacing for the project. The analyst will visually check the intensity image against the project boundary to ensure full project area coverage with no data gaps. The analyst will generate a few sample TIN surfaces to ensure no anomalies were present in the data. Any turbulence that affects the quality of data will require the data be reflown. The analyst will also evaluate the achieved post spacing against the project specified post spacing.

LiDAR Point Classification
1. Automatic surface classification is performed using algorithms with customized parameters to best fit the project area. Several areas of varying relief and planimetric features were inspected to verify the final ground surface.
2. Each tile is reviewed for accuracy and consistency of the macro ground classification.
3. As automatic processing and the testing of LiDAR is complete technicians review the generated bare-earth surface data to ensure that proper classification was achieved as part of a Quality Control process. Point classification follows the standard established by The American Society for Photogrammetry and Remote Sensing (ASPRS) for LAS data:

This project is limited to data for Wyandotte county. LiDAR data and aerial imagery were used to contours of surface. Two foot contours and hydro breaklines were produced from the LiDAR data and included in a geodatabase.
1. Two foot contours are produced from a set of ground points which are thinned to reduce "noise" and used as Contour Key points. Hydro breaklines and a boundary are included.
Contours are generated on two foot intervals then output to ESRI shapefiles.
